    Starting with the assigned case digests that I collected from my days as a student of law, I painstakingly added to the compilation when I was elected as a Councilor of Caloocan City in 1988. What began as a folder of Supreme Court decisions I found helpful in steering me through the labyrinth of public service, has metamorphosed into the backbone of “Local Legislation and Governance: Catalysts of National Development”, which was first published in 2006. However, a huge majority of the summarized cases did not make it to that volume, and I felt it would be such a waste if they remained merely tucked away in my old files.
