    The various Syllabi of the Bar Subjects for the 2021 Bar Examinations released by the Bar Examination Chairman, the Honorable Supreme Court Associate Justice Marvic M.V.F. Leonen, includes a “List of Relevant Materials. The compiler has noted that there are some areas covered by the released Syllabi but the appropriate law is not covered by the “List of Relevant Materials” and vice-versa. For example, the 2021 Syllabus for Commercial Law includes in its “Compulsory insurance coverage” for agency-hired workers, but the “List of Relevant Materials,” does not include the appropriate law, which is Rep. Act No. 8042, Sec. 37-A, as added by Rep. Act No. 10022. So also, Rep. Act No. 10668 Allowing Foreign Vessels to Transport and Co-Load Foreign Cargoes for Domestic Transshipment, is included in the “List of Relevant Materials,” but no mention of the concept of co-loading or cabotage is made in the Syllabus. There are other instances where there is a conflict between the coverage of the Syllabus and the “List of Relevant Materials.” There is no need to detail the conflicts because the purpose of the compiler in coming out with this compilation is not to “nit-pick” but to reconcile the conflict.
