We are encouraged to write this second edition which includes new developments in the field of human rights.
    The Commission of Human rights was established in the 1987 Philippine Constitution to promote respect of human rights and to protect victims of human rights violations.
    The Commission, however could not fully accomplish its objective due to the fact that the constitution did not empower it to enforce its decision. It can only investigate and make recommendations for its enforcement to other branches of the government.
