    This edition became necessary as the result of many major developments in appellate jurisdiction and procedure since 1996, including the 1997 Rules on Civil Procedure which became effective last July 1, 1997; the amendments of the Sandiganbayan Law (PD 1606) by Republic Act No. 8249 in February, 1997; the enactment of Republic Act No. 8369, otherwise known as the Family Courts Act of 1997; and the continuing changes based on the judicial decisions and administrative circulars of the Supreme Court bearing on the administration of justice.

    As the author, I believe that this book should be much like a living organism. Consequently, I recast some text and developed new topics whenever necessary. Theidea was to build on and expand the first edition. The book has expectedly grown in size and content, which, I fervently hope, should reflect a definite improvement of the first edition.

    I ruled out appending to this book the texts of the Rules of Court and pertinent laws, which are conveniently accessible through other legal publications. I also decided against appending model forms because this is not about forms. The intention is still to publish a purely textual or topical treatment of judicial appeals and review. Since the imperfections are unavoidable, I issue a standing request to the reader not to fail to let me know about the defects so that I can quickly excise them.
